OAK RIDGE SPORTSMEN'S ASSOCIATION ACTION PISTOL CLUB BY-LAWS

BY-LAW I

PURPOSE

Section 1. ORSA Action Pistol Club is formed to fulfill the needs of ORSA members who wish to compete in Action Pistol events such as IDPA (International Defensive Association), SASS (Cowboy Action), Steel Challenge, and USPSA (US Practical Shooting Association).

Section 2. ORSA Action Pistol Club must be composed of members of the Association (ORSA) and have on its roll of members five percent of the membership of the Association or 25 members of the Association, whichever totals the least number of members.

Section 3. ORSA Action Pistol will endeavor to belong to national organizations, whose purposes are in common with the group, such as those listed in Section 1 above.

Section 4. The By-Laws of the ORSA Action Pistol Club must be filed with the Secretary of ORSA and approved by the Board of Directors.

Section 5. All improvements, additions, or facilities constructed or installed on the Association properties by ORSA Action Pistol will be paid for by the Association and shall become the property of the Association.

Section 6. Any relocation, expansion, or other major modification, or the construction of new facilities must have prior approval of the ORSA Board of Directors.

Section 7. All activities of ORSA Action Pistol on Association property will be sponsored and financed by the Association. All funds received in these activities, shall be the property of the ORSA

BY-LAW II

Officers and Duties

Section 1. The officers of ORSA Action Pistol Club shall be the President, Vies-President, Secretary, Treasurer and they must be a permanent or annual ORSA member in good standing.

Section 2. The President shall preside at all meetings, appoint all committees and shall in general perform the duties incident to the office. The President shall be the club representative to any national organization which ORSA Action Pistol chooses to affiliate and, shall serve as the Action Pistol Club member on the ORSA Board of Directors. The President shall report at each regular meeting of the club.

Section 3. The Vice-President shall perform the duties of the President in the absence of the President and shall, at the request of the President, assist in the development and administration of the club program.

Section 4. The Secretary shall keep permanent records of the proceedings of all regular meetings of the club, serve notices of meetings and action pistol events, conduct all correspondence, and in general perform the duties incident to the office.

Section 5. The Treasurer shall receive all money of club shooting events, shall keep permanent accurate records of receipts and disbursements, prepare a written report to be presented at the regular meetings, monthly reports to the ORSA Treasurer and in general have the power to perform the duties incident to the office. The club shall bond the Treasurer.

Section 6. All officers are jointly responsible for the development, organization, promotion and running of any action pistol event.

Section 7. Offices in which a vacancy occurs shall be filled by election at the earliest meeting following a thirty-day written notice by the Secretary, excepting the Presidency, which shall be filled by the Vice-President. The President may appoint a club member to serve until an election is held.

 

BY-LAW III

Membership

Section 1. ORSA Action Pistol Club is open to all ORSA Members in good standing. Guests (non-ORSA members) may participate/compete in any tournament sponsored by the club.

Section 2. Only ORSA Members in good standing may be officers of the club and vote on all matters.

Section 3. ORSA members must regularly participated in Action Pistol Club matches to be eligible to vote.

Section 4. Guest may attend any club meeting and participate in all action pistol events but, will be non-voting members regarding Action Pistol or ORSA-related matters.

Section 5. Action Pistol Club guests will be encouraged to join ORSA.

BY-LAW IV

Election and Term of Officers

Section 1. Terms of office for Action Pistol Club Officers shall be two years.

Section 2. Election of officers shall be held at the June meeting of the Action Pistol Club.

Section 3. The club Secretary will place a notification of the election meeting on the Action Pistol Club web site beginning on May 1 and maintain the posting until May 31.  The notice will contain the officers to be elected, the eligibility requirements for candidacy and voting as well as the date, time, and place of the election meeting.  In addition, the same notice as posted on the web site will be posted at the Action Pistol Range for the same time period.  Anyone wishing to be a candidate for one of the elected offices must make their interest known prior to June 1. 

Section 4. The club Secretary will place a notification listing the candidates for officer positions on the Action Pistol Club web site no later than June 10 and maintain the posting until the date of the election meeting.  The notice will contain eligibility requirements for voting as well as the date, time, and place of the election meeting.  In addition, the same notice as posted on the web site will be posted at the Action Pistol Range for the same time period.

Section 5. At the bi-annual election, the President shall present the nominees for each office.

Section 6. The President shall appoint two (2) tellers to collect and count the votes at each election.

Section 7. The ballot shall be written but unsigned.  Those eligible and wishing to vote must be present at the election meeting.

Section 8. A majority of the votes cast by those present and eligible to vote shall be sufficient to elect the officers.

 

BY-LAW V

Tournaments

Section 1. The Action Pistol Club may hold regular and special tournaments in any of the action pistol sports on ORSA property. All tournaments and organized activities on ORSA properties shall be coordinated by the Club Officers and with the approval of the ORSA Board of Directors.

Section 2. All tournaments and competitions shall be conducted in accordance with the rules and regulations established by the recognized national authorities for each event.

Section 3. The Club Officers in advance of any event will determine registration fees for all tournaments and match
awards. Awards will be paid out of match funds.

BY-LAW VI

Meetings

Section 1. Regular meetings will be held monthly. These meetings will be held on the last Tuesday of the month at 7:00 pm at a location chosen and announced by the ORSA Action Pistol Club President or designee.

Section 2. The President shall give a report of the last ORSA Board of Director's meeting and may call for a report from various committees and affiliated club representatives.

Section 3. The purpose of the regular meetings of the club is for the dissemination of information, discussion of club activities and business, and development of its membership.

Section 4. Any business may be conducted at the regular meetings.

BY-LAW VII

Guests

Section 1. Guests (non-ORSA members) may be permitted to participate in all action pistol-shooting events sponsored by the club but, maybe charged a higher registration fee when applicable.
